When a country hits the "Operational floor" their refineries have to shut down because there isn't enough oil to keep the pipes in and through the refineries, full. All refining then stops.
Then, over just a few weeks, the remaining fuel supplies get used, then all Commerce stops.
Complete economic collapse.
Starvation.
Likely gigantic civil unrest and likely overthrow of governments.
Weeks later, Societal collapse.
Anarchy.
