Key Aspects of the "Lockstep" Scenario:

  • Scenario Description: The report imagined a 2012 pandemic caused by a fictional influenza COVID strain, leading to a world with tighter top-down government control and more authoritarian leadership.

  • Features: The scenario described a world with limited innovation and growing citizen pushback, characterized by, for example, mandatory face masks and stringent temperature checks for entry into public spaces. (sound familiar?)
