BULLETIN: Hurricane Helene Becomes Category 4 Storm - 130 MPH Winds; 15-20' Storm Surge

BULLETIN: Hurricane Helene has become a Category 4 storm according to the Safir-Simpson Hurricane Scale.  It is bringing with it 130 MPH winds and an "UNSURVIVABLE"  storm surge of 15-20 feet above normal tide.
